Paying Khums on One’s Second House

Q.| If someone buys a second house in a place other than his hometown or primary area of residence to spend the summers and holidays there, is he obligated to pay khums on the value of the second house?
A.| If in the common perception of the general public the second house is deemed as his need, he is not liable for khums. If, however, the second house is deemed to be a luxury item, it is subject to khums.
