          Ruling 71: Temporal Capability (al-Istiṭā‘ah al-Zamānīyyah) refers to acquiring financial capability (istiṭā‘ah) at a time when the mukallaf has sufficient opportunity to perform the rites of Hajj during their appointed days. Therefore, if he attains financial capability (istiṭā‘ah) at a time when it is too late to reach Hajj due to time constraints or if doing so would entail severe hardship (mashaqqah) or excessive difficulty (ḥaraj), Hajj is not obligatory upon him in that year.
