        Ruling 469, Question: Is it permissible for individuals such as caravan managers and staff, who need to inspect tents at ‘Arafāt, to leave Makkah al-Mukarramah after completing the ‘Umrah al-Tamattu‘, if they are confident they will return in time to be present for the wuqūf (staying) at ‘Arafāt?
        Answer: Generally, a Hajj pilgrim who does not fear missing his Hajj that year is allowed to voluntarily leave Makkah al-Mukarramah after completing the ‘Umrah al-Tamattu‘. If he heaves there and then returns during the same lunar month in which he performed the ‘Umrah, his action remains valid, provided he enters iḥrām for the Hajj and is present for the wuqūf (staying) at ‘Arafāt.

         

        Ruling 470, Question: If a Hajj pilgrim performs the ‘Umrah al-Tamattu‘ during one of the Hajj months (such as Shawwāl) and then heaves Makkah al-Mukarramah in the following month, it is obligatory for him to perform the ‘Umrah al-Tamattu‘ again. The following issues arise:
        Question 1: Has the previous ‘Umrah become the ‘Umrah al-Mufradah? Is it obligatory for him to perform ṭawāf al-nisā’ to complete it?
        Answer 1: The change from the previous ‘Umrah into the‘Umrah al-Mufradah is not established. Therefore, the obligation of ṭawāf al-nisā’ does not apply, although the obligatory caution (al-iḥtiyāṭ al-wājib) is that he should perform it.
        Question 2: If he does not perform the second ‘Umrah, is his first ‘Umrah invalid? Therefore, is it not permissible for him to perform the Hajj al-Tamattu‘?
        Answer 2: The first ‘Umrah is not considered the obligatory ‘Umrah in the Hajj al-Tamattu‘, so the Hajj al-Tamattu‘ is not valid.
        Question 3: Is it obligatory for a Hajj pilgrim to enter the iḥrām for the second ‘Umrah al-Tamattu‘ at one of the five designated mīqāts (mawāqīt), or is it permissible to enter at Adnā al-Ḥill (the nearest point outside the boundary of the Ḥaram)??
        Answer 3: He is obligated to enter iḥrām at one of the five designated mīqāts (mawāqīt) to perform the second (the new) ‘Umrah.

         

        Ruling 471, Question: A Hajj pilgrim performs the ‘Umrah al-Tamattu‘ during Shawwāl or Dhul-Qi‘dah and then returns to al-Madinah al-Munawwarah. In the new lunar month, he intends to return to Makkah al-Mukarramah once again. What is his obligation regarding iḥrām at al-Shajarah Mosque? Which one is he obligated to enter iḥrām for: the ‘Umrah al-Mufradah, the ‘Umrah al-Mufradah, or the ‘Umrah that still remains obligatory on him?
        Answer: It is obligatory for him to enter iḥrām for the ‘Umrah al-Tamattu‘, and this ‘Umrah will serve as the ‘Umrah of his Hajj al-Tamattu‘.

         

        Ruling 472, Question: Some drivers, to avoid the traffic on the streets of Makkah al-Mukarramah when traveling from one neighborhood to another, use roads and tunnels built for reaching Minā. Is this considered "exiting Makkah al-Mukarramah"?
        Answer: If Minā is customarily considered to be outside of Makkah al-Mukarramah, then there is no difference between passing through and not passing through.
