The Istiftā’āt (Juristic Inquiries) on Slaughtering a Sacrificial Animal

Ruling 522, Question: Since the sacrificial animals are currently slaughtered outside Minā, is it permissible to appoint a proxy (nā’ib) to slaughter the sacrificial animal in another location—such as a Hajj pilgrim’s homeland—on the day of ‘Īd al-Aḍḥā?
Answer: It is not permissible to appoint a proxy (nā’ib) to slaughter the sacrificial animal elsewhere. It must be slaughtered at the designated location to ensure that the ritual of slaughtering the sacrificial animal, which is among Allah’s sacraments, is properly observed.

Ruling 523, Question: Since slaughtering the sacrificial animal in Minā is now prohibited, is it permissible for Hajj pilgrims to slaughter it in Makkah al-Mukarramah or outside the Ḥaram (the precinct of the Grand Mosque, Ka‘ba)?
Answer: It is not permissible to slaughter the sacrificial animal anywhere other than Minā. However, if a Hajj pilgrim is prevented from slaughtering in Minā, performing it at a nearby location designated for this purpose is sufficient.

Ruling 524, Question: In Saudi Arabia, charitable organizations slaughter the sacrificial animals on behalf of Hajj pilgrims and distribute the meat to the poor. Is this method of slaughtering the sacrificial animals valid?
Answer: It is necessary to ensure that the conditions for slaughtering the sacrificial animals, as outlined in the manāsik, are fulfilled.

Ruling 525, Question: Is it permissible for a Hajj pilgrim to hand over the slaughtered animal to charitable organizations so that they may distribute it to the needy?
Answer: There is no objection to donating the slaughtered animal to charitable organizations for distribution to the needy.

Ruling 526, Question: A group of Hajj pilgrims has slaughtered the sacrificial animals in Makkah al-Mukarramah near Minā and now they doubt its validity. What is their obligation?
Answer: If a Hajj pilgrim is unable to slaughter the sacrificial animal in Minā, it is obligatory, as a precaution, to slaughter it at the nearest possible location to Minā. Therefore, if the slaughtering site is at the same distance from Minā as the nearest available slaughterhouse where slaughtering is possible, slaughtering the sacrificial animal is valid; similarly, if the site is closer than that, it is also valid.

Ruling 527, Question: If slaughtering the sacrificial animal is invalid for any reason, do the rituals performed in Makkah al-Mukarramah afterward need to be repeated once the Hajj pilgrim has slaughtered the sacrificial animal in a valid way?
Answer: If the invalidity is due to ignorance of the ruling, it is not obligatory for him to repeat the rituals performed in Makkah al-Mukarramah—although precaution is commendable.

Ruling 528, Question: If a Hajj pilgrim is prevented from slaughtering the sacrificial animal at the designated slaughter site or slaughterhouse, what is his obligation? In such a case, is it sufficient to receive the coupon for the sacrificial animal and delegate the slaughter to the Islamic Development Organization affiliated with the Saudi government?
Answer: If the Islamic Development Organization slaughters the sacrificial animals in Minā (i.e., the main slaughterhouse) or Makkah al-Mukarramah before the end of Dhul-Ḥijjah, that is sufficient. Otherwise, slaughtering the sacrificial animal must be substituted with fasting.
