      Ruling 590, Question: If a Hajj pilgrim performing the ‘Umrah al-Mufradah forgets to perform taqṣīr (trimming a small amount of hair or nails) and proceeds to perform ṭawāf al-nisā’ and its prayer, what is the ruling? Is it obligatory (wājib) to repeat ṭawāf al-nisā’ after performing taqṣīr?
      Answer: It is obligatory (wājib) to repeat ṭawāf al-nisā’ and its prayer after performing taqṣīr.

       

      Ruling 591, Question: Is it valid to perform a recommended (mustaḥabb) ‘Umrah al-Mufradah with the intention (nīyyah) of both oneself and as a voluntary (tabarru‘ī) proxy for others?
      Answer: It is permissible to include others in the intention (nīyyah) of one’s recommended Hajj al-Tamattu‘ or ‘Umrah al-Mufradah.

       

      Ruling 592, Question: If a Hajj pilgrim puts on iḥrām on the last day of a lunar month to enter Makkah al-Mukarramah and performs the ‘Umrah al-Mufradah rituals, but completes these rituals either at night or on the first day (or later days) of the following month, is this ‘Umrah al-Mufradah counted for the previous month or the new one? If he leaves Makkah al-Mukarramah in the new month, must he put on iḥrām again? Is there a difference between Rajab and other months?
      Answer: The criterion for entering Makkah al-Mukarramah without being in the state of iḥrām depends on the timing of performing the ‘Umrah al-Mufradah rituals, not the timing of entering iḥrām. Therefore, if a Hajj pilgrim enters iḥrām on the last day of a month but performs the rituals of the ‘Umrah al-Mufradah in the following month, the ‘Umrah is counted for the new month. Consequently, if he leaves Makkah al-Mukarramah during that month, it is permissible for him to re-enter without entering iḥrām. However, in the case of Rajab, based on the apparent meaning of the narrations, if a Hajj pilgrim enters iḥrām during the last day of Rajab but performs the ‘Umrah al-Mufradah rituals in Sha‘bān, his ‘Umrah will be considered a ‘Umrah Rajabiyyah. Therefore, the obligatory precaution (al-iḥtiyāṭ al-wājib) is that, if he exits Makkah al-Mukarramah in Sha‘bān, he should put on iḥrām again to re-enter during that month. Observing this precaution is also recommended (ḥasan) in other months.

       

      Ruling 593, Question: A Hajj pilgrim performs the rituals of the ‘Umrah al-Mufradah, then after one month, goes to Jeddah, and upon returning, enters Makkah al-Mukarramah without iḥrām. What is his obligation?
      Answer: There is no specific obligation then. However, if he deliberately entered Makkah al-Mukarramah without iḥrām, he has committed a prohibited act (ḥarām) and must repent.

       

      Ruling 594, Question: If a Hajj pilgrim’s Hajj becomes invalidated and he returns to Makkah al-Mukarramah the following year to perform its qaḍā’ (make-up), is it permissible for him to perform the ‘Umrah al-Mufradah while it is still obligatory for him to do the Hajj al-Tamattu‘?
      Answer: There is no objection to performing the ‘Umrah al-Mufradah while it remains obligatory for him to perform the Hajj al-Tamattu‘.

       

      Ruling 595, Question: A female Hajj pilgrim knows her menstrual period will prevent her from performing the rituals of the ‘Umrah al-Mufradah, and her companions will not wait for her. She is obligated to appoint a proxy (nā’ib) for ṭawāf and its prayer, and she can only perform sa‘y (jogging or walking fast between the hills of Safā and Marwah) and taqṣīr (trimming a small amount of hair or nails) herself. Is it permissible for her to enter iḥrām for the ‘Umrah al-Mufradah in this situation?
      Answer: In all cases, she must enter iḥrām upon entering Makkah al-Mukarramah, and she is obligated to appoint a proxy (nāʾib) for ṭawāf and its prayer.

       

      Ruling 596, Question: If a Hajj pilgrim performs the ‘Umrah al-Mufradah during one lunar month and then in the following month leaves the city of Makkah al-Mukarramah but does not go outside the boundary of the Ḥaram—for example, he goes to Minā or ‘Arafāt—is it permissible for him to re-enter Makkah al-Mukarramah without iḥrām? In the previous case, if he only goes to ‘Arafāt, is it obligatory for him to enter iḥrām again to re-enter Makkah al-Mukarramah?
      Answer: The criterion is exiting the city of Makkah al-Mukarramah, even if a Hajj pilgrim is within the Ḥaram. Therefore, if he goes to any location outside the city and has not performed the ‘Umrah al-Mufradah during that month, he is obligated to enter iḥrām to re-enter Makkah al-Mukarramah. The term “city of Makkah al-Mukarramah” refers to its current expanded boundaries.

       

      Ruling 597, Question: If a member of the police or security forces is dispatched to Makkah al-Mukarramah in an emergency—such as an accident or a similar urgent situation—and, due to time constraints, cannot enter iḥrām, has he committed a prohibited act (ḥarām), and is it obligatory for him to offer kaffārah (expiation; atonement)?
      Answer: He has not committed a prohibited act (ḥarām), and it is not obligatory for him to offer any kaffārah.

       

      Ruling 598, Question: If a Hajj pilgrim enters Makkah al-Mukarramah in Dhū al-Qa‘dah to perform the ‘Umrah al-Mufradah, and after ten days, he wants to re-enter in Dhū al-Ḥijjah, is he permitted to do so without entering iḥrām?
      Answer: If he enters Makkah al-Mukarramah in the month following the month in which he has performed the ‘Umrah al-Mufradah, he is obligated to enter while in the state of iḥrām.

       

      Ruling 599, Question: A Hajj pilgrim lives in Jeddah but works in Makkah al-Mukarramah. Except on holidays, he regularly travels to Makkah al-Mukarramah for work, or spends half the week there (i.e., three days in Makkah al-Mukarramah and four days in Jeddah). If the lunar month during which he performed the ‘Umrah al-Mufradah ends, is it obligatory for him to repeat the ‘Umrah?
      Answer: In the case described, repeating the ‘Umrah al-Mufradah is not obligatory.

       

      Ruling 600, Question: In the case of the previous ruling (599), if a Hajj pilgrim performs the rituals of the ‘Umrah al-Mufradah and remains in Makkah al-Mukarramah until the next lunar month begins, is he required to re-enter iḥrām? If so, where must he do so?
      Answer: As long as he remains within Makkah al-Mukarramah, it is not obligatory (wājib) to repeat the ‘Umrah al-Mufradah. However, if he wishes to perform another ‘Umrah, he is permitted to enter iḥrām from the nearest point outside the boundary of the Ḥaram, such as Masjid al-Tan‘īm.

       

      Ruling 601, Question: If a Hajj pilgrim works as a taxi driver and transports passengers to Makkah al-Mukarramah, but has not previously performed the rituals of the ‘Umrah al-Mufradah, is he obligated to enter iḥrām before entering Makkah al-Mukarramah? What is the ruling if he enters without iḥrām?
      Answer: It is obligatory for him to enter iḥrām before entering Makkah al-Mukarramah and perform the rituals of the ‘Umrah al-Mufradah. If he enters without entering iḥrām, he has committed a prohibited act (ḥarām), but he is not obligated to offer any kaffārah (expiation; atonement).
