The Istiftā’āt (Juristic Inquiries) on Recommended (Mustaḥabb) Ṭawāf

Ruling 431: Is it permissible to perform the prayer of a recommended (mustaḥabb) ṭawāf while walking?
Answer: The validity of the prayer of a recommended (mustaḥabb) ṭawāf—even if this prayer is recommended—is a matter of objection if it is performed while walking. The recommended precaution (al-iḥtiyāṭ al-mustaḥabb) is that the prayer should be performed while stationary.

Ruling 432: If a Hajj pilgrim performs a recommended (mustaḥabb) ṭawāf during a crowded time so that it causes inconvenience to those performing an obligatory ṭawāf, is his ṭawāf valid—especially if it is possible to perform the recommended ṭawāf at another time?
Answer: There is no objection to performing a recommended (mustaḥabb) ṭawāf during a crowded time. However, the preferred precaution (al-aḥwaṭ-il al-awlā) and the recommended precaution (al-iḥtiyāṭ al-mustaḥabb) is that he should refrain from performing a recommended tawaf during times of crowding.

Ruling 433: If a woman knows she will see the men’s bodies or is likely to be pressed among them due to crowding during a recommended (mustaḥabb) ṭawāf, is it permissible for her to perform it?
Answer: If she does not intentionally look at non-maḥram men’s bodies, her recommended (mustaḥabb) ṭawāf is valid. However, during crowded times, it is preferable for her to avoid being pressed among men during the ṭawāf. In any case, her ṭawāf remains valid.
