Ruling 212: It is not permissible for men in the state of iḥrām to wear boots or socks, and the obligatory caution (al-iḥtiyāṭ al-wājib) is that they should refrain from wearing anything that completely covers the top of the foot, such as shoes, slippers, and the like.
Ruling 213: There is no objection to wearing slippers or shoes with wide straps that do not cover the entire top of the feet.
Ruling 214: If the iḥrām garment falls over the muḥrim’s feet, or if his feet are covered with a blanket or similar coverings while sitting or sleeping, there is no objection to these coverings.
Ruling 215: If a Hajj pilgrim in the state of iḥrām is forced to wear shoes or similar footwear covering the entire top of the foot, he is permitted to do so. However, the obligatory caution (al-iḥtiyāṭ al-wājib) is that he should remove a part of the covering so that the entire top of the foot is not covered.
Ruling 216: If a Hajj pilgrim in the state of iḥrām wears shoes, socks, or similar items, it is not obligatory for him to offer any kaffārah (expiation, atonement). However, if he wears socks, the recommended caution (al-iḥtiyāṭ al-mustaḥabb) is that he should offer one sheep as kaffārah.
Ruling 217: The prohibition (i.e., ḥurmat, being ḥarām) of wearing boots and similar footwear applies specifically to men. However, the recommended precaution (al-iḥtiyāṭ al-mustaḥabb) is that women should also observe the prohibition of wearing boots.
